Project Quantum represents a strategic expansion of Google’s global AI infrastructure footprint through a $10 billion partnership with HUMAIN, a subsidiary of Saudi Arabia’s Public Investment Fund (PIF). Announced in early 2026, the initiative is designed to position Saudi Arabia among the world’s top AI hubs by developing a fully integrated, sovereign AI ecosystem spanning compute, data, and applications. At the core of this initiative is the Hexagon facility, a $2.7 billion, 480-megawatt (MW) data center currently under construction in Riyadh, which broke ground in January 2026 and is set to become the largest government-owned compute facility globally.
Technically, Project Quantum is purpose-built around the concept of “Sovereign AI,” ensuring that sensitive data and AI workloads remain within national borders while leveraging advanced platforms such as Google’s Vertex AI and Gemini models for scalable model training and deployment. This architecture reflects a growing global emphasis on data localization, regulatory compliance, and digital sovereignty. From an infrastructure perspective, the project incorporates advanced thermal management strategies tailored to extreme desert environments, including seawater cooling for coastal deployments and high-efficiency district cooling systems for inland facilities like Riyadh.
