Project Sovereign represents one of the largest AI-focused infrastructure investments in North America, positioning Independence as a critical node in the emerging global AI compute network. Approved on March 3, 2026, the $6.6 billion multi-building campus is purpose-built as an “AI Factory,” a new class of data center architecture where every layer from power delivery to compute density is optimized specifically for GPU-intensive workloads rather than traditional, general-purpose cloud services. This design approach reflects the rapid shift toward large-scale model training and inference, where high-performance accelerators dominate infrastructure requirements.
At the core of the campus will be next-generation NVIDIA Blackwell-class GPU clusters, engineered to deliver extreme parallel processing capabilities for advanced AI applications. These systems will be supported by a highly specialized infrastructure stack, including a closed-loop mechanical cooling architecture designed to operate efficiently at hyperscale. Despite the facility’s projected 1.2GW capacity placing it among the largest AI campuses globally, the cooling system is engineered to minimize water dependency. By recycling water within a sealed system, overall consumption is expected to remain comparable to that of a standard commercial building, directly addressing environmental concerns tied to the Little Blue River watershed.
Powering such a massive installation requires deep integration with local energy infrastructure. To this end, Nebius has partnered with Independence Power & Light (IPL), the city’s municipal utility, to deliver reliable, scalable electricity capacity. The agreement includes a $650 million Payment in Lieu of Taxes (PILOT) structure over 20 years, providing predictable revenue streams for the municipality while supporting long-term infrastructure planning. Crucially, the deal incorporates a “Ratepayer Protection” mechanism, ensuring that the significant industrial load contributes to lowering fixed grid costs for local residents rather than increasing them.
Through its scale, technical specialization, and integrated economic framework, Project Sovereign establishes Independence as a flagship location in the next generation of AI-driven digital infrastructure.
