Imagine Panaji Smart City Development Limited (IPSCDL) is a government-owned special purpose vehicle established by the Government of Goa to implement smart city infrastructure projects in Panaji. Its digital infrastructure initiatives include the Goa Intelligent City Management System, integrating city surveillance, intelligent traffic management, environmental sensors, smart parking and technology-enabled municipal services. The programme includes an Integrated Command and Control Centre (ICCC), data center and disaster recovery centre to support urban monitoring, information management and essential city operations. IPSCDL's role focuses on public-sector digital infrastructure rather than commercial colocation or hyperscale data center operations.
