Project Overview

The Circe Energy West Texas HPC AI Campus is a gigawatt-scale, behind-the-meter high-performance computing (HPC) and artificial intelligence infrastructure development planned on an approximately 1,950-acre site east of Monahans, approximately 4.5 miles along Interstate 20 in Ward County, Texas 79756, USA. Developed by digital infrastructure platform Circe Energy, the project is designed to establish a large-scale computing environment capable of supporting increasingly power-intensive AI, machine learning, and HPC workloads. Its location within the Permian Basin provides access to abundant natural gas resources and enables the campus to pursue a dedicated on-site power generation strategy designed to reduce dependence on conventional utility interconnection processes and avoid lengthy grid queue delays. The master-planned development is engineered for extreme high-density AI deployments, with rack power densities expected to reach approximately 70 kW to more than 132 kW per rack. To support phased expansion, the campus utilizes a modular deployment architecture based around 10 MW and 24 MW infrastructure blocks, allowing computing capacity and associated power systems to be added progressively as customer demand increases. Electricity is supplied through a dedicated behind-the-meter microgrid incorporating Cummins natural gas generator sets, including HSK78 and QSK60 platforms, with an agreement supporting access to up to approximately 2.0 GW of generation equipment. The facility's cooling and energy-efficiency strategy is similarly tailored to high-density computing, incorporating direct-to-chip liquid cooling, immersion-ready data halls, and waste-heat recovery systems. These technologies are intended to manage the substantial thermal output associated with advanced GPU clusters while reducing the energy required for conventional mechanical cooling. The campus is targeting an operational power usage effectiveness (PUE) of less than 1.10, reflecting an emphasis on minimizing overhead energy consumption. With its extensive land position, dedicated natural gas generation, modular architecture, advanced cooling systems, and potential multi-gigawatt power capacity, the Circe Energy West Texas HPC AI Campus represents a significant model for rapidly deployable AI infrastructure in the Texas energy market.
