Project Overview

The JERA–RHAELM Chiba AI Data Center Project is a planned power-to-compute redevelopment initiative at JERA’s Chiba Thermal Power Station in Chiba City, Japan. The project is designed to support up to 400 MW of AI infrastructure capacity, rather than the 300 MW stated in the original description. JERA and RHAELM are developing the project with Dell Technologies as part of a broader strategy to create a standardized model for deploying AI infrastructure across Japan. The development is planned as a behind-the-meter facility, allowing the data center to receive power directly from JERA’s existing generation assets rather than relying on a conventional grid connection. This approach is intended to reduce the time and complexity associated with large-scale grid interconnection. The project combines power generation, electrical infrastructure, cooling systems, data center facilities, and standardized rack-scale AI computing into an integrated deployment model. Dell Technologies is expected to provide its standardized AI infrastructure, while RHAELM is leading the data center development and delivery. Apollo Global Management is intended to participate as RHAELM’s strategic investment and financing partner. Total capital deployment across land, power infrastructure, facility construction, and AI computing is expected to exceed $15 billion, with operations targeted around 2028. The Chiba project is also intended to serve as a practical foundation for a broader deployment model at other JERA power-generation sites. JERA and RHAELM are exploring the potential expansion of this approach across Japan during the 2030s, creating a possible pathway for power-station sites to support large-scale AI computing infrastructure.
