Formally announced by Brad Smith in Tokyo on April 3, 2026, this $10 billion (¥1.6 trillion) initiative marks a major strategic pivot by Microsoft toward data sovereignty and localized AI infrastructure. Rather than a conventional hyperscale expansion, the project is structured as a “Sovereign AI” partnership tailored specifically for Japan’s regulatory, industrial, and security needs. Microsoft is collaborating with SoftBank and Sakura Internet to enable Japanese enterprises and public institutions to run highly sensitive AI workloads entirely within domestic infrastructure.

This includes applications in robotics, precision manufacturing, and the development of Japan-origin large language models, all requiring strict data residency and confidentiality. Technically, the initiative involves deploying advanced GPU clusters powered by next-generation architectures such as NVIDIA’s Blackwell (B200), integrated directly into locally operated data centers that remain connected to the broader Azure ecosystem for scalability and interoperability.

A major pillar of the investment is cybersecurity. Microsoft is expanding real-time threat intelligence collaboration with Japan’s National Center of Incident Readiness and Strategy for Cybersecurity and the National Police Agency to strengthen national cyber defense capabilities. To address workforce challenges, Microsoft has also committed to training 1 million Japanese professionals in AI and digital transformation by 2030, building on its earlier $2.9 billion investment announced in 2024, thereby ensuring long-term sustainability of Japan’s AI ecosystem.
