Project Blue is a proposed $3.6 billion, 600 MW hyperscale and AI data center campus spanning approximately 290 acres in the Southeast Employment and Logistics Center (SELC) west of Houghton Road in Tucson, Pima County, Arizona. Developed by Beale Infrastructure, backed by Blue Owl Capital, with Amazon Web Services (AWS) identified as the primary anchor customer, the project is planned as a major computing hub serving high-density cloud, artificial intelligence and other data-intensive workloads. The master plan covers approximately 2.0 million square feet across as many as 10 multi-story data center buildings, providing substantial room for phased expansion through three distinct construction phases. Its planned 600 MW capacity is particularly significant for AI infrastructure, where large GPU clusters and accelerated computing systems require substantial and continuously available power. The campus is designed to integrate with the Tucson Electric Power (TEP) grid through high-voltage electrical infrastructure, providing the power foundation required for large-scale hyperscale operations. Water management is another central component of the development, particularly given Tucson's arid environment. Project Blue incorporates a multi-tiered water strategy using reclaimed and treated water, reducing dependence on conventional potable water resources for data center operations. The facility is also planned with direct-to-chip liquid cooling architectures, enabling efficient thermal management for high-density AI hardware and supporting greater computing densities than traditional air-cooled systems. The 290-acre site and multi-building configuration provide flexibility for deployment across multiple phases, allowing infrastructure to scale alongside demand from AWS and other potential digital workloads. By combining 600 MW of planned capacity, a 2.0-million-square-foot master plan, 10 potential data center buildings, high-voltage grid integration and advanced water and cooling systems, Project Blue represents a major addition to Arizona's emerging AI infrastructure market. Its design demonstrates how large hyperscale campuses are increasingly integrating power planning, water conservation and high-density cooling into a single development strategy. The project could strengthen Tucson's position as a regional destination for cloud and AI infrastructure while demonstrating approaches to managing the substantial resource requirements of next-generation data centers in a water-constrained environment.
