The Starwood Digital Ventures Project Washington South Campus, located at 825 Governor Lea Road in New Castle, Delaware, represents the southern portion of Starwood Capital’s master-planned Project Washington development, a large-scale digital infrastructure initiative with an estimated investment exceeding $7 billion. Developed alongside the adjacent North Campus, the South Campus forms part of a broader multi-building configuration designed to accommodate hyperscale cloud infrastructure, artificial intelligence workloads, high-performance computing, and other energy-intensive digital applications. The overall Project Washington development is planned for up to approximately 1.2 GW of gross power capacity distributed across 11 two-story structures totaling around 6 million square feet of data center space. Electrical infrastructure for the development is expected to be anchored by high-voltage grid interconnections through Delmarva Power & Light’s Red Lion Substation, providing access to substantial utility capacity for phased campus expansion. Power resilience is further supported through modular static 2N and Block N+1 uninterruptible power supply systems, complemented by backup emergency generation equipment designed to maintain critical operations during utility disruptions. Thermal management incorporates low-water closed-loop liquid and air-cooling technologies engineered for high-density multi-kilowatt GPU and TPU server racks, supporting the growing requirements of artificial intelligence and accelerated computing workloads while reducing water consumption. Strategically positioned within the Mid-Atlantic telecommunications corridor, the campus is designed to provide diverse and resilient network connectivity. Subterranean dark-fiber entry vaults and dual carrier-neutral meet-me rooms enable access to multiple network providers, while direct fiber routes connect the development with major cloud and interconnection hubs across Northern Virginia and Philadelphia. Multi-layered zero-trust security perimeters provide continuous protection for critical infrastructure, customer environments, and restricted operational areas. With its substantial planned capacity, strategic location, and scalable infrastructure, Project Washington South Campus is positioned to become an important hyperscale and AI data center hub in the Mid-Atlantic region.
