Istanbul, Turkey, November 12, 2025- Google Cloud and Turkcell have signed a strategic partnership to launch a Google Cloud region in Türkiye and expand local data-centre infrastructure through a planned investment of up to USD 1 billion. The agreement positions Turkcell as both the infrastructure partner and reseller of Google Cloud services, while Google Cloud will establish the new regional cloud footprint in Türkiye.
Under the partnership, Turkcell will commit capital and operational support to develop upgraded data-centre capacity and cloud deployment capabilities.
“We will invest USD 1 billion through 2032 to build the cloud and data-centre infrastructure necessary for Türkiye’s digital future,” said Turkcell Chief Executive Officer Ali Taha Koç in the company’s official announcement.
Google Cloud said the new region will provide Turkish enterprises with direct access to Google’s full suite of cloud and AI tools hosted domestically, thereby improving latency, ensuring data-sovereignty compliance and reducing reliance on overseas infrastructure. “Launching a Google Cloud region in Türkiye is a major step in expanding local access to cloud and artificial-intelligence capabilities,” stated a Google Cloud representative.
The agreement also sets Turkcell as the lead go-to-market partner for Google Cloud in the country, combining Turkcell’s network, connectivity, and infrastructure expertise with Google’s global cloud platform. Industry analysts view the move as a strong indicator of hyperscale cloud providers’ growing interest in emerging regional hubs and a pivot by traditional telecom operators toward infrastructure services beyond connectivity.
Regulatory approvals and site-selection processes are now underway, with both companies indicating the first commercial availability of the cloud region is targeted within two years. The partnership aligns with Türkiye’s broader ambition to grow its cloud infrastructure, support the digital economy and attract new enterprise and technology-driven investment.
