Maharashtra Government and Lodha Developers Ink INR 30,000 Crore (USD 3.57 billion) Deal for Green Data Centre Park

Mumbai, India, September 11, 2025- The Maharashtra government has signed a Memorandum of Understanding (MoU) with Lodha Developers Ltd. to develop a massive Green Integrated Data Centre Park in Palava City, near Dombivli in Ambernath, Thane district. The project is part of the Mumbai Metropolitan Region (MMR) and carries an investment value of INR 30,000 crore (USD 3.57 billion).

Spread across 370 acres, the park will be designed with a planned capacity of 2 gigawatts to host multiple large-scale data centres. Lodha Developers will serve as the master developer, working alongside both international and domestic operators. According to state officials, the initiative is expected to generate about 6,000 direct and indirect jobs.

The project falls under Maharashtra’s Green Integrated Data Centre Parks Policy, introduced in October 2024, which mandates the use of renewable and alternative energy to power facilities.

The policy reflects the state’s push to position itself as a hub for eco-friendly digital infrastructure, particularly at a time when artificial intelligence, cloud computing, and digital services are driving massive demand for power-intensive data centres.

He noted that the project would support India’s long-term goal of becoming a global leader by 2047, while also boosting local employment and economic growth.

The announcement builds on Maharashtra’s earlier decision in 2019 to designate integrated data centres as a “thrust area” for industrial growth. The state’s policy outlines a plan to create three such parks in the MMR, backed by government support in permissions, incentives, and approvals.

Palava, one of Lodha’s flagship townships, is expected to be a strong driver of future growth, with projections of INR 8,000 crore (USD 952 million) in annual sales over the next decade. Its connectivity benefits from ongoing infrastructure projects like the Navi Mumbai International Airport and the Mumbai-Ahmedabad Bullet Train.

The MoU was part of a larger investment push, as Maharashtra signed multiple agreements worth over INR 1.08 lakh crore (USD 12.85 billion) on the same day across IT, logistics, and other sectors. Lodha Developers’ shares rose more than 2% after the announcement.
