Seoul, South Korea, October 1, 2025- Samsung and OpenAI have announced a strategic partnership to accelerate the development of AI infrastructure worldwide, bringing together Samsung’s strengths in semiconductors, data centers, shipbuilding, cloud services, and maritime technologies with OpenAI’s AI expertise. The announcement was made through a Letter of Intent signed at Samsung’s headquarters in Seoul.
Under the terms of the agreement, Samsung will serve as a strategic memory partner for OpenAI’s Stargate initiative, supplying advanced, high-performance, energy-efficient DRAM solutions. OpenAI’s memory demand is projected to scale up to 900,000 DRAM wafers per month, and Samsung aims to help meet that requirement with its comprehensive memory portfolio.
Samsung also intends to leverage its advanced chip packaging and heterogeneous integration capabilities to deliver unique memory-plus-system solutions tailored for OpenAI’s AI workflows.
Beyond the semiconductor side, Samsung SDS will collaborate with OpenAI in designing and managing AI data centers, offering deployment and consulting services, and supporting enterprises that integrate OpenAI models. The LOI also includes a reseller agreement in Korea for OpenAI’s ChatGPT Enterprise service.
In a more unconventional move, Samsung C&T and Samsung Heavy Industries will explore floating data center designs in collaboration with OpenAI. These floating centers aim to use waterborne infrastructure to mitigate land constraints, improve cooling efficiency, and reduce carbon emissions.

The partnership signals a broader push by Samsung to position itself at the heart of AI infrastructure evolution, not just as a memory or semiconductor supplier, but as an integrated partner spanning compute, facilities, and novel deployment forms. For OpenAI, the alignment gives access to Samsung’s deep manufacturing, systems, and deployment muscle.
