Project Overview

Formally announced by Governor Patrick Morrisey on February 26, 2026, the Bedington Campus represents a landmark $4 billion private investment by Penzance Management. Situated in West Virginia’s Eastern Panhandle near the Potomac River, the development is technically notable as the state’s first designated “High Impact Intelligence Center.” This classification enables the project to bypass certain local zoning constraints in exchange for substantial economic contributions at the state level, accelerating timelines for large-scale digital infrastructure deployment.

Strategically located just north of Northern Virginia’s “Data Center Alley,” the campus benefits from proximity to one of the world’s largest data center hubs while offering significantly lower land and operating costs. This positioning ensures ultra-low latency connectivity to Ashburn, making it highly attractive for hyperscale and AI-driven workloads.

To support its planned 600MW capacity, the project leverages West Virginia’s Power Generation and Consumption Act. This allows for the integration of on-site microgrid systems and a diversified “reliable energy strategy,” combining natural gas generation with coal-supported grid supply to ensure consistent power delivery.

From an environmental standpoint, the campus incorporates reclaimed water systems for cooling operations, reducing dependence on potable water and helping preserve local water resources for the Berkeley County community.
