The Elea RJO2 Data Center Campus is a major AI-focused digital infrastructure development by Elea Data Centers, backed by DigitalBridge and Goldman Sachs Asset Management, in Jacarepaguá, West Zone of Rio de Janeiro, Brazil. Located on Rua Vargem Grande, along Estrada do Arroio Pavuna and near the Olympic Park, the site forms a core physical hub of Elea’s broader Rio AI City initiative. The campus is master-planned as a large-scale sustainable computing hub designed to support the rapidly increasing requirements of artificial intelligence, hyperscale cloud computing and high-performance computing workloads. RJO2 is planned to provide an initial capacity of approximately 1.5 GW, or 1,500 MW, of critical IT load, with long-term expansion potential of up to 3.2 GW. Designed around Tier III-equivalent high-availability principles, the development is intended to provide resilient infrastructure for mission-critical digital workloads while supporting future increases in computing density. The campus is planned to use 100% certified renewable energy through power purchase agreements covering hydropower, solar and wind generation delivered through Brazil’s interconnected SIN grid. Its technical architecture includes modular high-density server halls capable of supporting advanced AI infrastructure, together with liquid-to-chip and immersion cooling technologies designed to manage the thermal demands of dense AI accelerator clusters. Carrier-neutral fiber connectivity further strengthens the campus, with network paths providing direct access to IX.br Rio de Janeiro and major subsea cable landing systems. The combination of significant expansion capacity, renewable energy sourcing, advanced cooling technologies and extensive network connectivity positions RJO2 as a potentially important AI infrastructure hub for Rio de Janeiro and the wider Latin American market. The development could support the growing regional demand for AI training, inference, cloud computing and other high-performance digital services while reinforcing Rio de Janeiro’s role within Brazil’s rapidly expanding data center ecosystem.
