Project Overview

FLOW Central Tokyo Campus is a planned 30.0 MW IT load hyperscale data center development in Koto City, Tokyo, forming part of the city’s expanding digital infrastructure ecosystem. Located in the Shiohama cluster near major business and technology districts including Otemachi and Toyosu, the campus is designed as a dual-building development comprising TK7 and TK8. TK7 is planned with 6 MW of IT load, while TK8 is planned with 24 MW, providing a combined 30.0 MW IT capacity across the campus. FLOW Digital Infrastructure is developing the project with backing from alternative investment firm PAG, with the infrastructure strategy focused on supporting high-density artificial intelligence computing and cloud deployments. The dual-building configuration allows capacity to be introduced in stages while maintaining the potential for further customer deployment across the wider campus. Phase 1, represented by TK7, is targeted for go-live in the first quarter of 2027, establishing the initial operational footprint before the larger TK8 facility is brought into service. The project’s location in Koto City provides access to Tokyo’s extensive telecommunications, enterprise, financial, and technology ecosystem, supporting the low-latency connectivity requirements of cloud platforms and data-intensive applications. Its proximity to established commercial areas also places the campus within reach of a large concentration of enterprises and digital service providers requiring reliable computing infrastructure. The focus on AI and cloud workloads reflects increasing demand for higher-density data center environments capable of supporting accelerated computing, large-scale data processing, and enterprise cloud services. By combining 30.0 MW of planned IT capacity, a two-building campus configuration, phased development, and an AI and cloud focused infrastructure strategy, FLOW Central Tokyo Campus represents a significant planned hyperscale development within the Tokyo market. The project is also part of the broader expansion of specialized infrastructure required to support Japan’s increasing demand for cloud computing and advanced AI workloads.
