Project Overview

The Microsoft AVC 22 Data Center Campus, identified under USACE Joint Application Permit NAO-2024-02970, is a major proposed hyperscale data center development situated on approximately 490 acres in Mecklenburg County, Virginia, USA. Positioned south of U.S. Highway 58 and east of Panhandle Road, the proposed campus directly adjoins Microsoft’s existing 259-acre AVC17 / Lakeside Commerce Park campus, creating an opportunity for the expansion of Microsoft’s established data center footprint in Southern Virginia. The development is planned as a multi-building extension within Microsoft’s Southern Virginia Regional Network Group, supporting the company’s broader regional infrastructure strategy and the continued growth of cloud computing, enterprise applications, and advanced artificial intelligence workloads. The master plan includes three large single-story data center buildings, providing the primary facilities for the proposed computing infrastructure. Supporting infrastructure is also incorporated into the development, including a dedicated on-site high-voltage electrical substation designed to provide the electrical infrastructure required for the campus’s substantial computing operations. The project further includes new access infrastructure to support connectivity and movement throughout the site, along with dedicated water storage facilities as part of the planned campus utility infrastructure. The large land footprint provides sufficient space for the proposed buildings and associated infrastructure while allowing the development to function as an extension of Microsoft’s neighboring operational campus. Its location adjacent to AVC17 / Lakeside Commerce Park also provides strategic continuity within Microsoft’s Southern Virginia data center network. With its extensive acreage, multi-building configuration, dedicated electrical infrastructure, water storage facilities, and direct adjacency to an existing Microsoft campus, AVC 22 represents a significant planned expansion of hyperscale digital infrastructure in Mecklenburg County and further strengthens Southern Virginia’s position as an important market for large-scale cloud and data center development.
