Project Overview

Project Cool Water is a planned 10 MW high-density liquid-cooled AI data hall expansion within the 64,800-square-foot NJFX carrier-neutral Cable Landing Station campus in Wall Township, New Jersey. Designed specifically for GPU-intensive AI training and inference workloads, the facility is engineered to provide 8 MW of usable IT load at a designed PUE of 1.25, combining high-density computing with efficient power utilization. Its most significant advantage is the integration of advanced liquid cooling with NJFX's established subsea and terrestrial connectivity infrastructure, allowing AI computing resources to operate close to major international network routes. The facility leverages the NJFX campus's position as a major subsea-terrestrial convergence hub on the U.S. East Coast, with four direct subsea cables connecting to Europe and South America. This connectivity provides a strong foundation for latency-sensitive AI, cloud, content delivery and enterprise applications that require rapid access to international data networks. Project Cool Water also benefits from access to more than 35 on-site network carriers, giving prospective users multiple connectivity options and supporting network diversity within the facility. The use of liquid-to-the-chip cooling is particularly important for modern AI infrastructure, where dense GPU configurations generate substantially higher thermal loads than conventional enterprise computing equipment. By transferring heat directly from high-performance chips, the cooling architecture enables greater rack densities while supporting efficient thermal management. The project's 10 MW facility capacity and 8 MW usable IT load provide a focused expansion within an already established telecommunications environment rather than requiring an entirely new data center campus. The combination of AI-optimized computing space, liquid cooling, low-latency subsea connectivity and extensive carrier access gives Project Cool Water a distinct edge-infrastructure profile. By bringing together high-density GPU capacity and international network infrastructure at the same location, the development is positioned to support the growing demand for AI training, inference and other data-intensive workloads requiring both substantial compute density and fast connectivity.
