Project Overview

Project Latigo is a planned 1,835-acre hyperscale and AI data center campus developed by Vantage Data Centers in Laramie County, Wyoming, approximately 12 miles south of Cheyenne along Terry Ranch Road. The development has the potential to attract up to $20 billion in total capital investment and is master-planned for approximately 480 MW of IT capacity, giving it the scale to become a major AI and cloud computing hub in the U.S. Mountain West. The project received Planned Unit Development (PUD) zoning approval in September 2026, establishing a planning framework for its long-term multi-building development. The initial phase represents approximately $4 billion of investment and is planned to include four data center buildings, creating an initial foundation for large-scale hyperscale computing deployment. The campus is also planned with dedicated on-site power generation infrastructure, including natural gas generation, to support the substantial electricity requirements of high-density AI and cloud workloads. On-site generation could provide additional power-supply flexibility as the campus expands and computing demand increases, particularly given the significant electrical requirements associated with modern accelerated computing systems. Another notable component is a modular workforce housing village intended to accommodate construction personnel during the development phase, supporting the logistical requirements of building a large-scale data center campus in a relatively rural location. The extensive 1,835-acre site provides considerable room for phased construction, utility infrastructure and future expansion while allowing the development to progress over multiple stages. By combining substantial land availability, 480 MW of planned IT capacity, dedicated power generation and a multi-building master plan, Project Latigo is structured as a long-term hyperscale infrastructure platform rather than a single data center facility. Its scale and AI-focused design could make it an important addition to Wyoming's emerging data center market and provide infrastructure for the continued growth of hyperscale cloud, artificial intelligence and other power-intensive computing workloads.
